The International Public Safety Leadership and Ethics Institute (IPSLEI) is a 501(c)(3) nonprofit corporation organized to support the development of excellence in public safety leadership and organizations. IPSLEI was formed in the spring of 2006 to continue the public safety industry collaborative in leadership and ethics that the California Community College Chancellor’s Office Public Safety Education Advisory Committee initiated with a Carl D. Perkins VETA Grant for the development of a comprehensive program for public safety leadership development.
The original program, known as The California Public Safety Leadership and Ethics Program, originated in 2001. Through the leadership and vision of the California Community College Chancellor’s Office Public Safety Education Advisory Committee, the program gained national attention. This national interest led to the formation of IPSLEI and the expansion of the program beyond California. The United States National Fire Academy endorsed the IPSLEI program, and the United States Fire Administration recognized IPSLEI with a Lifetime Achievement Award in 2010.
In the spirit of the original design work, IPSLEI promotes a dynamic blend of unique, humanities-oriented leadership development with a case-study approach to explore the reality of the leadership challenges that public safety professionals face at every level.
IPSLEI continuously seeks the input of public safety and academic professionals throughout the world to maintain an energetic, visionary, and realistic approach to facilitating the growth of excellence in public safety leadership.
It is the desire of IPSLEI that through effective, realistic, and purposeful leadership dialogue and interaction among public safety personnel from all disciplines and at every level, we learn the true meaning of interoperability and create the safest environments for our organizations and our communities. IPSLEI is dedicated to conducting research and analysis in public safety leadership development, creating effective leadership and ethics curricula, and providing facilitator training and excellent support for IPSLEI Facilitators.

The SFFMA Minimum requirements for Fire Officer I certification are as follows:
The certification Program offers four (4) levels of Fire Officer Certification:
Fire Officer I
Applicants must complete one (1) of the following:
a) TCFP Fire Officer I curriculum; or
b) All required objectives from the SFFMA Fire Officer I curriculum
Applicants must hold, or apply concurrently for, the following SFFMA certifications:
a) Firefighter II; and
b) Instructor I
Applicants must be a first‐line supervisory officer, and must meet all the job performance and certification requirements of Fire Officer I as defined in NFPA 1021, as follows:
a) Uses human resources to accomplish assignments in accordance with safety plans in an efficient manner and evaluates member task performance and supervises personnel during emergency and non‐emergency work periods
b) Deals with inquiries from the community and projects the role of the department to the public and delivers safety, injury, and fire prevention education programs
c) Performs general administrative functions and implements departmental policies and procedures at the unit/company level
d) Performs a fire investigation to determine preliminary cause, secures the incident scene, and preserves evidence
e) Supervises emergency operations, conducts pre‐incident planning, and deploys assigned resources in accordance with the local emergency plan
f) Integrates safety plans, policies, and procedures into the daily activities as well as on the emergency scene, including the donning of appropriate levels of personal protective equipment to ensure a work environment, in accordance with health and safety plans, for all assigned members
Olivette Fire Department Fire Service Instructor 1 Course
This 44-hour Pennsylvania State Fire Academy Resident Course is designed to develop and evaluate the instructional skills of a Suppression Level Instructor Candidate. The program is designed to focus the Candidates’ teaching toward successful presentation of the Pennsylvania Entry Level Fire Fighter Training Program and Structural Burn Session programs, in conformance with established policies and procedures of the PA State Fire Academy.
The program, coupled with mentoring by more experienced Suppression Level Instructors, will serve as a Train-the-Trainer for the ELIS, ELFG, ELEF, ELIF and SBS programs.
Course Requirements:
Coursework: Online and In-Person on Shift Schedule
Skills Practice Day: Students will attend an in-person skills practice day on DATE, at Pantex Fire Department located at 799 FM 2373, Panhandle, TX 79068.
Final Exam and TCFP Skills Testing (Required): Conducted in person on DATE, at Pantex Fire Department located at 799 FM 2373, Panhandle, TX 79068. (12-130 FD Training Classroom)
Welcome to the online portion of Philomath Fire and Rescue's driver/operator and pumper operator training. Because this curriculum will be used to train both NFPA Driver/Operator and NFPA Apparatus Equipped with Fire Pump (Pumper Operator), pay close attention to the material required for each--you will be enrolled alongside people completing material for both certifications, but what you need to complete depends on which certificate you are attaining. You will receive specific instructions regarding the material you must complete for a given certificate.
